{"id":35469,"date":"2022-12-05T20:39:51","date_gmt":"2022-12-05T20:39:51","guid":{"rendered":"https:\/\/publicknowledge.org\/?p=35469"},"modified":"2022-12-05T20:39:52","modified_gmt":"2022-12-05T20:39:52","slug":"public-knowledge-joins-26-groups-urging-congress-to-drop-jcpa-from-must-pass-defense-legislation","status":"publish","type":"post","link":"https:\/\/publicknowledge.org\/public-knowledge-joins-26-groups-urging-congress-to-drop-jcpa-from-must-pass-defense-legislation\/","title":{"rendered":"Public Knowledge Joins 26 Groups Urging Congress To Drop JCPA from Must-Pass Defense Legislation"},"content":{"rendered":"\n<p>Today, Public Knowledge joined 26 public interest, consumer advocacy, and civil society groups as well as trade associations, media companies, and others in a <a href=\"https:\/\/publicknowledge.org\/policy\/group-letter-to-congressional-leadership-against-jcpas-ndaa-inclusion\/\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a> urging Congressional leadership to exclude the \u201cJournalism Competition and Preservation Act\u201d (JCPA) from any pending legislation, including the \u201cNational Defense Authorization Act\u201d (NDAA) \u2013 a \u201cmust-pass\u201d bill funding military activities. The groups argue that the JCPA \u201ccontains far too many contradictions, complexities, and problems\u201d for Congress to include it in any omnibus or must-pass legislation.\u00a0<\/p>\n\n\n\n<p>Public Knowledge contends that the \u201cJournalism Competition and Preservation Act\u201d <a href=\"https:\/\/publicknowledge.org\/strange-bedfellows-why-advocates-still-oppose-the-jcpa\/\" target=\"_blank\" rel=\"noreferrer noopener\">fails<\/a> to support local news, serving only to worsen some of the biggest problems in journalism. Bundling the bill into must-pass defense legislation is a desperate move that only demonstrates how flawed this so-called journalism bill really is.\u00a0<\/p>\n\n\n\n<p>The following can be attributed to Lisa Macpherson, Senior Policy Analyst at Public Knowledge:<\/p>\n\n\n\n<p>\u201cAfter months of debate and broad-based opposition from a wide range of stakeholders, it looks like industry lobbyists for the JCPA have once again attempted a Hail Mary pass. Longstanding questions about the JCPA\u2019s impact on content moderation, small and independent media, industry consolidation, and copyright law \u2013 as well as the bill\u2019s complete lack of accountability for ensuring the funds actually help support local journalists \u2013 have all gone unaddressed. In fact, the JCPA hasn\u2019t even had a hearing or markup in the House. This kind of backroom deal is not the way to move a bill with the problems, complexities, and contradictions of the JCPA.
