{"id":36824,"date":"2024-04-24T14:20:02","date_gmt":"2024-04-24T14:20:02","guid":{"rendered":"https:\/\/publicknowledge.org\/?p=36824"},"modified":"2024-05-01T15:24:15","modified_gmt":"2024-05-01T15:24:15","slug":"the-critical-role-of-the-affordable-connectivity-program-in-closing-the-digital-divide","status":"publish","type":"post","link":"https:\/\/publicknowledge.org\/the-critical-role-of-the-affordable-connectivity-program-in-closing-the-digital-divide\/","title":{"rendered":"The Critical Role of the Affordable Connectivity Program in Closing the Digital Divide"},"content":{"rendered":"\n<p>When we think about closing the digital divide, we need to think about three key areas: availability, affordability, and adoption. The 2021 <a href=\"https:\/\/publicknowledge.org\/house-passage-of-infrastructure-package-moves-to-close-the-digital-divide\/\">Infrastructure Investment and Jobs Act<\/a> (IIJA), allocated <a href=\"https:\/\/www.digitalinclusion.org\/blog\/2021\/08\/10\/infrastructure-bill\/\">$65 billion<\/a> towards addressing these issues in order to equitably close the digital divide.<\/p>\n\n\n\n<p>While tackling all barriers of the digital divide is important, addressing the <strong><em>affordability<\/em><\/strong> gap can tip the scales of both broadband availability and broadband adoption. This is why Public Knowledge has long supported the Federal Communications Commission&#8217;s <a href=\"https:\/\/www.votervoice.net\/PublicKnowledge\/campaigns\/90087\/respond\">Affordable Connectivity Program<\/a> (ACP). The ACP is a <strong>commonsense, bipartisan program keeping more than <\/strong><a href=\"https:\/\/www.benton.org\/blog\/23269550-acp-households\"><strong>23 million<\/strong><\/a><strong> families connected to the internet. With the program\u2019s funds set to run out by the end of next month, we hosted a <\/strong><a href=\"https:\/\/www.votervoice.net\/PublicKnowledge\/Events\/7766\/Register\"><strong>rally on Tuesday, April 30<\/strong><\/a><strong> to save it.<\/strong> You may view the rally footage below.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Rally for the Affordable Connectivity Program\u2013April 30, 2024\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/ajh1Vt42c8A?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><figcaption class=\"wp-element-caption\"><em>Public Knowledge hosted a rally to save the Affordable Connectivity Program April 30, 2024.<\/em><\/figcaption><\/figure>\n\n\n\n<p>The ACP targets the affordability component of the digital divide by offering a monthly internet discount to qualifying low-income households, households in high-cost areas, and households on Tribal lands. There are several paths to securing short-term funding for the ACP through Congress, including through <a href=\"https:\/\/publicknowledge.org\/policy\/civil-society-letter-urging-congress-to-fund-acp\/\">Rep. Yvette D. Clarke\u2019s discharge petition<\/a> in support of the Affordable Connectivity Program Extension Act and by <a href=\"https:\/\/publicknowledge.org\/policy\/public-interest-spectrum-hearing-acp-letter\/\">renewing the FCC\u2019s spectrum auction authority<\/a>. Because Congress does not have a long-term solution established at this point, Congress will need bridge funding to give legislators and the FCC time to deliberate on the best path forward, and to give consumers a smooth transition period until a systemic reform is in place. At Public Knowledge, we believe it is critical to secure both short and permanent funding for the ACP because the need for broadband, including in America\u2019s most vulnerable communities, only continues to grow.\u00a0<\/p>\n\n\n\n<p>The IIJA established the <a href=\"https:\/\/publicknowledge.org\/biased-oversight-should-not-undermine-closing-the-digital-divide\/\">Broadband Equity, Access and Deployment (BEAD) Program<\/a> to address the <strong><em>availability <\/em><\/strong>side of the digital divide by funding planning, infrastructure deployment, and adoption programs across unserved and underserved communities. As Alan Davidson, Administrator of the National Telecommunications and Information Administration, has stated, the ACP is a key part of the success of the BEAD program because it assists providers in determining a more accurate return on investment while simultaneously enabling low-income consumers to afford broadband in communities funded by BEAD. In Tribal country, where <a href=\"https:\/\/aipi.asu.edu\/blog\/2023\/06\/affordable-connectivity-program-sustaining-individuals-and-tribal-networks\">as many as 90% of some broadband providers\u2019 subscribers are eligible for the subsidy<\/a>, the ACP\u2019s expiration would be devastating. Thus, neither available broadband nor affordable broadband alone will close the digital divide.<\/p>\n\n\n\n<p>The third key element is broadband adoption, which proves a little more complicated because it is about ensuring all people \u2013 from aging populations, to communities with disabilities, to people with low levels of literacy, and more \u2013 have the confidence to safely navigate the internet. The IIJA established the <a href=\"https:\/\/publicknowledge.org\/public-knowledge-welcomes-digital-equity-act-to-help-close-digital-divide\/\">Digital Equity Act<\/a> (DEA) to address this issue by empowering individuals and communities with the necessary information technology capacity to fully participate in the society and economy of the United States. Ultimately, the DEA aims to make broadband a technology people use. While a portion of the DEA funds will be used for affordability efforts, the primary goal is to support the critical third leg of the digital equity stool: adoption. If you don\u2019t feel like you have the tools to confidently use the internet, consider exploring the <a href=\"https:\/\/www.digitalinclusion.org\/practitioner-support\/\">NDIA\u2019s digital inclusion tools<\/a>.<br><\/p>\n\n\n\n<p>Many <a href=\"https:\/\/jointcenter.org\/affordability-availability-expanding-broadband-in-the-black-rural-south\/\">communities<\/a> across America have consistently been on the wrong side of the digital divide due to lack of infrastructure investment, broadband competition, and options for affordable broadband. For this reason, <a href=\"https:\/\/publicknowledge.org\/public-knowledge-hails-landmark-fcc-rules-ending-digital-discrimination\/\">Public Knowledge applauded the FCC\u2019s adoption of rules to prevent and eliminate digital discrimination<\/a>. Furthermore, Public Knowledge has since <a href=\"https:\/\/publicknowledge.org\/policy\/digital-discrimination-comments\/\">weighed in<\/a> on proactive measures that the FCC should require internet service providers to take to ensure broadband is available and affordable for all communities.<br><br>Without the ACP, we lose a key element of the historic, bipartisan effort to close America\u2019s digital divide. Without the ACP, internet service providers will engage in a different calculus for determining the economic feasibility of broadband deployment.
